Bill Daniel | Executive Director
William Daniel is the Executive Director for LTCPA. Bill possesses over 30 years experience in the areas of sales, marketing, government relations, operations and management in the health care arena. Early in his career, Bill oversaw the operations of the largest lab division of General Medical, a medical supplies company, and then transitioned into a leadership position in sales at Technicon Instruments. Bill later served in various leadership positions at two of the top medical technology companies in the world, Bayer Corporation and Roche Diagnostics. While at Roche, Bill became the National Director of Corporate Accounts, managing the company’s entire sales and marketing portfolio of diagnostics products to the federal government. Under his leadership, the Federal government became the largest customer of Roche Diagnostics in the U.S.
After nine years leading the company’s strategy with respect to the federal government, Bill became Director of Federal Government Affairs for Roche Diagnostics Corporation. In this role, Bill coordinated the federal relations strategies for the company’s five diagnostics divisions and drove a national advocacy campaign that successfully blocked efforts by the U.S. Dept. of Veteran Affairs to implement utilization restrictions and decrease access to glucose monitoring technologies for beneficiaries.
Bill joined LTCPA in February 2009. He resides in Annapolis, MD.

Emma Berca | Director of Policy
Emma Berca is the Director of Policy for LTCPA. Emma has worked in the healthcare sector for the past ten years, with experience in research, clinical practice and policy analysis. Prior to joining LTCPA, Emma’s professional pursuits had focused primarily on federal and state level pharmaceutical policy analysis for various industry clients and policy analysis for the non-profit sector.
Prior to moving to Washington, DC Emma focused her professional career in policy and program implementation, helping organizations reduce the costs associated with employer-sponsored health insurance. In this capacity, Emma worked for Lifespan, the second largest healthcare system in New England. She has also served as a consultant for the State of Rhode Island working in both a clinical capacity and advocate for improved state nutrition standards. Emma holds a Master of Public Health degree from Brown University with a focus in policy.
Emma joined LTCPA in April 2010. She resides in Washington, DC.
